You need an active paid plan. The country cannot be changed later.

Click Subscription, then Add Dedicated IP
Subscription is in the menu on the left.

Pick a country and click Continue to Payment
Choose where you want your IP address to be.

Type your card and click Pay
It renews every month. Cancel any time.

Your IP is ready
You see your IP address, its country and the renewal date.

To stop it: click Cancel Renewal twice
Click Cancel Renewal under your IP, then Cancel Renewal again in the window. You keep the IP until the renewal date, then it is released.
